IODA (Internet Outage Detection and Analysis)

IODA, a project of the Internet Intelligence Lab at Georgia Tech University, monitors the internet in near real-time to identify instances of macro level Internet outages and is thus an important tool in the effort to capture, understand, and counter blanket Internet shutdowns.

This module serves as a primer on how to use the Internet Outage Detection and Analysis (IODA) tool to detect when mobile and/or fixed Internet access has been cut off at the national or subnational level. Amanda Meng of the team at CAIDA introduces the tool, where it fits in the suite of possible resources, and how to view and analyze data at the region, country, and system level through its dashboard.
